How do you stop a dog from using the bathroom in the garden?

Short of putting up a fence, my dog chooses to use the bathroom on the rocks in my garden. I clean it up, show him where I want him to go, but he keeps choosing the same spot. Any suggestions?

    sprinkle a little black pepper there…he will leave and it wont harm him at all..

    My family had to put up an electric fence untill she learned and got alot older.
