How to prepare a garden without a plow or tiller?

My dad’s tiller is broken, and I want to surprise him by getting his garden ready for planting before father’s day. Is there any way to do so without a plow or tiller? As you can probably tell, I know nothing about this sort of thing. Thanks in advance!

    dig the soil over with a fork or shovel.

    The compost delivered enough to do 46 inch layer if you have handy get load of compost delivered enough to dig you have handy get load of compost this should kill any weeds and act like raised bed.
